POLICY
The first district comes first
Maryland’s 1st Congressional is one of the most beautiful places in the country, but also one of the most underserved. I will fight to make sure we get the resources our families and small businesses need. Showing up for your constituents is important—whether they voted for you or not. I promise to hold monthly town hall meetings across the district so I can better respond to the needs of our citizens. Rep. Harris has only held two in six years.
3 KEY EXAMPLES:
- Support our farmers, small businesses and families by ending the costly tariffs Rep. Harris supported. Repealing unnecessary tariffs will save American families $5000 a year.
- Restore funding for district projects that Rep. Harris supported illegally withholding (like $36M for flooding remediation in Crisfield which saves $6 for every $1 invested).
- Improve health care access and affordability in MD-1. Reverse changes to professional classifications that target prospective nurses and force them to utilize shady private student lenders. Incentivize health care providers to work and live in MD-1 through tax credits and student debt relief. Fund our rural hospitals and community clinics.

- Protect our farmland from development.
- Hold out-of-state companies that pollute or overfish in the Chesapeake Bay accountable for the damage they cause.
- Support enforcement of buy-local programs for schools/prisons/hospitals etc.,
- Restore full funding to Farm Credit/USDA lending programs
- Support the work of community banks and community development financial institutions serving the Delmarva Peninsula.
- Secure federal investments to underwrite expansion of buses, shuttles, and commuter lines that serve the Eastern Shore and northern counties.
- Support efforts to expand broadband access across rural areas of MD-1.
POLICY
Tackle the affordability crisis
Rep. Andy Harris is perpetuating a scam on the American people by cutting taxes for billionaires while doing nothing for working families in Maryland. Everyday costs, for housing, groceries, utilities, health care, and transportation are out of control. He’s supported the tariffs and cuts to critical services that result in thousands in additional annual costs for American families. For young people in Maryland, owning a home has become out of reach. It’s impossible to save for emergencies, let alone for vacations. We will re-write rules, and pursue sensible economic policies that make the economy work for Maryland families and working class people, instead of for billionaires.
3 KEY EXAMPLES
- Raise the federal minimum wage so that Maryland taxpayers are no longer subsidizing out-of-state businesses who refuse to pay their employees living wages.
- Repeal cruel cuts to Medicaid, Medicare, long-term care programs, SNAP, and community grants that hit MD-1 hard. Protect and improve the Affordable Care Act (ACA) which helps Maryland families access healthcare. Allow public option plans in the ACA marketplace to drive competition.
- Hold insurance companies accountable for increasing premiums despite record profits. Hold oversight hearings to increase transparency and make insurers justify price hikes publicly. Address out-of-control executive compensation.
Other Priorities
- Increase the number of commonly used drugs under the Medicare Drug Price Negotiation Program and speed up the program’s timeline to drive costs down for those medications.
- Work to lower energy costs by supporting local and regional projects including US Wind’s Project off Ocean City. Rep. Harris has sought to kill permitted projects that will bring much needed energy, jobs, and investment in our state.
- Support our workforce by investing in community colleges and trade schools.
- Strengthen universal pre-K and invest in childcare for working and middle class families.
- Expand existing federal rural mortgage programs (USDA Direct, FHA, and VA loans) and affordable mortgage programs for veterans, educators, healthcare workers and first responders.
POLICY
Protect individual freedoms
Eight-term Rep. Andy Harris works to take away our individual freedoms on a daily basis. He advocates for troops on the streets of American cities, withholds money from our county schools, and seeks to police women’s bodies. I will protect your rights, the rights of our neighbors, and families.
3 KEY EXAMPLES
- Codify Roe vs. Wade in Federal law so women across the country can access the care available in Maryland.
- Pass bipartisan immigration reform legislation that protects asylum seekers and secures our borders. Hold ICE/Border Patrol accountable to the same police procedures as other law enforcement agencies. Focus immigration enforcement on those who have committed crimes.
- Protect the first amendment rights of all Marylanders. Significantly increase federal funds for security at houses of worship (via the Nonprofit Security Grant Program administered by FEMA/DHS).

- Implement common-sense gun safety measures including universal background checks. Close the “boyfriend loophole” to protect victims of domestic violence.
- Protect the Voting Rights Act
- Limit government intrusion into personal medical decisions
- Implement limits on warrantless surveillance
- Enhance data privacy protections against corporations and the government
- Protect local control over education
POLICY
Hold corrupt public officials and corporations accountable
Our representatives should serve the people, not themselves. The American people are sick of watching members of Congress and the President and his family get rich while they struggle to get by. We need representatives who will stand up for their constituents. We need changes to public and corporate corruption laws to level the playing field between the American people, billionaires and professional politicians in Congress.
3 KEY EXAMPLES
- Implement a ban on members of Congress, Executive branch and their families actively trading equities, options, and cryptocurrency.
- Close tax code loopholes for mega-corporations and billionaires, and End Citizens United so we can get billionaire money out of politics.
- Reign in Presidential pardon power. Presidents from both parties have abused this power.
Other Priorities
- Strengthen the Office of Congressional Ethics to make Congress clean up its own house.
- Hold public hearings to expose corruption, conflicts of interest, abuse of power, and misuse of federal funds.
- Restore Inspectors General in all federal agencies. Also restore the public corruption unit of the FBI.
- Ban partisan gerrymandering at the federal level. Politicians shouldn’t pick and choose their voters.
POLICY
Keep consumers safe
Congressman Harris and his colleagues have decimated the only agencies in our government that protect regular people from financial exploitation and abuse. They’ve done so because they profit when the American people get trapped in cycles of debt.
3 KEY EXAMPLES
- Restore staff of the Consumer Financial Protection Bureau and Civil Rights Division of the Justice Department. Reverse executive orders that have hollowed out the Civil Rights Act.
- Support legislation that protects people’s rights to unionize. Make wage theft a crime.
- Ensure guardrails exist to protect individuals in speculation markets (sports betting, prediction markets, options trading) where access to excessive leverage and predatory industry practices are leading to disastrous outcomes for users—especially young men.
Other Priorities
- Increase protections for individuals impacted by high-cost medical debt.
- Reverse ban on state level AI regulation and pass federal legislation that allows for innovation while protecting user information, jobs, and national security.
- Implement guardrails around digital assets and stablecoins that protects consumers without stifling innovation.
- Limit contract language that waives substantive consumer protections (arbitration clauses, class-action bans, non-compete clauses etc.)
- Require deposit insurance for mobile wallets and all accounts that hold consumer funds, similar to FDIC insurance.
- Protect borrowers by stopping evasion of federal and state lending laws.
- Limit junk fees and deceptive charges by vendors (airlines, ticket vendors etc.) that gouge and take advantage of consumers.
